To ensure that you don’t get paint on your electrical outlet covers (as well as your light switch covers) the best thing to do is to remove them.
You aren’t going to just leave them uncovered, of course — you can make use of painter’s tape to keep it safe without worrying about where the paint will go.
Lastly, you have to make sure that you allow time for the paint to dry.
You also need to allow time for the surfaces to dry after you properly clean them.
In any case, not allowing time to dry will make for a bad situation – painting on a wet surface can cause the paint that goes over it to not dry properly.
The best thing you can do is to allow enough time for surfaces to dry.
